Capacity Building Partnerships
TWC has been developing capacity building partnerships in selected states and communities. The purpose of the partnership is to build technical assistance capacity within a state, while providing direct services to community collaboratives. In Pennsylvania, for example, TWC has conducted a training of trainers program for systems reform capacity building staff of the Center for Schools and Communities and a co-training experience where TWC and Center staff conducted a TWC leadership development seminar for seven County Family Systems Reform Initiatives. TWC also is working to develop a plan with state leaders to support "breakthrough" Family Service Systems Reform Boards and developing a document which will explain services systems reform to policy makers and the public in Pennsylvania.
TWC partners are also intensively involved with the state of Maryland Systems Reform Initiative and its Local Management Boards to design and implement a strategy for the state to negotiate new relationships with counties as part of its systems reform agenda.
We also are providing continuing assistance to the Local Investment Commission (LINC) in Kansas City, an increasingly well-recognized reform initiative driven by the citizens of Kansas City.
